sometimes ill be driving really fast, and the engine just cant keep up and the roads and buildings are all blurry. it takes a while before the high res textures get loaded, and even parts fo the ground aren't there. and sometimes, a road block wont appear until ive crashed into it. but i have draw distance set to fullest. is this an ati quirk or is there a fix?

Not sure, but I think there's some sort of frame rate limiter to fix the issue... or maybe I'm thinking of another game. I play at 1024 X 768 on lesser hardware (with a Radeon 8500) and I rarely notice much more than a skip from time to time.

thats a game flaw. even the PS2 does that.

it sucks cause i have to wait 10 seconds sometimes for a building to load while im standing right next to it

frame limiter solved it completely. i like 100fps but its much better like this
This phenomenon doesn't occur in Windows 2000 with the framerate limiter off.

You can run it in Win 98 compatibility mode. That way you can have your 100 fps with frame limiter off.
