If a CPU can't overclock high enough to meet the rated speed of the RAM (bus×multi), you basically have two options: 1) max out the RAM and run the CPU at whatever multiplier gets you closest to your CPU speed goal or 2) max out the CPU and run the RAM at whatever slower bus speed works with the multiplier to get the desired CPU speed.

Would it be beneficial to try to get more from the bus speed and to make a trade-off and lose some CPU speed (~200MHz) or is it generally better just to get the most from the CPU?

You're going to see more gains from the cpu clock than the ram speed. Best bet would be to run it a bit slower and see if you can lower the timings a bit to make up for it.
