Here's a scenario:

It's 2 am and I have a paper due tomorrow. I am dead tired once I finish it. I print it. "YES, I'm finally done". With a strong desire to go to bed I do "start", "turn off my computer", "shut down". I imagine once I click that last button I can let my computer shut itself down and I can hop in bed. I'm under the covers now, closing my eyes as I hear my hard drive disks and case fans whirl after the shutdown command. 2 minutes later I still hear the whirl. Windows did not shutdown. I get up from bed irritated and click shutdown and second time in order for it to finally turn off.

Problem: Windows doesn't shutdown until the second time I press "Shutdown"

Please help

I don't have a specific answer to this but there are fair number of exstensive guides out there that talk about this issue:

XP: http://www.ghacks.net/2009/01/21/analyzing-windows-shutdown-performance/
Vista: http://social.technet.microsoft.com/Forums/en-US/itprovistadesktopui/thread/270b76c8-ecc9-45b5-b8ad-68161ff694e6/
