Look in the trackpad options perhaps. That sounds like something the laptop maker configured.

Ehh, sounds like a configuration with the touch pad. Vista doesn't have a zoom in/zoom out, except in Internet Explorer. Unless for some reason you have it set up as a tablet. Make sure that stuff running in the task bar is nothing to do with tablet PC or input.

The touchpad on Dell laptops is an Alps. I assume this happens when you use the touchpad scroll bar to move up and down correct? Check the Alps program under program files, or it should be running in the system tray. There might be an option in there. Also check Tools > Internet Options from an open browser and select Advanced. In the top row are the accessiblity options.

the dell touch pad is in the control panel, there is a quick test to see if it is the touch pad
1. check the option to disable the touch pad when an external mouse is plugged in.
If the problem remains, look under accessability options and make sure nothing is messed up in there

Was looking in the internet options like stated above but it only gives me options for reset nothing about locking it to 100% going to give the second option a try.

Go to Control Panel -> Ease of Access -> Change how keyboard works (under ease of access center).
Make sure Stick keys is NOT on. None of that stuff should be on.
Problem solved
