Installing additional language support, win xp

I installed a stripped down version of xp but now I need to add support for a german keyboard. The stripped down version cut all of the extra languages apparently, so the other keyboard options arn't under the language settings. I found a multi language pack or some such that you can get. Is this the only option? I was really hoping I could just download something similar to getting a driver and install that to get the extra keyboard support.

The language pack switches most of the menus and icon names. But I still can't figure out the keyboard problem.

For further clarification. I've installed an english xp onto a german laptop. Now I need to be able to use the german keyboard properly as well.
