Change items in right click -> New menu

I have googled around on how to do this in Vista. All I get is how to remove items from the right click menu, but not the sub-menu when you hover over new. I want to have a .txt under new. For some reason I don't have that. Does anyone know of a program or regedit that will allow me to do this?
