Prioritize hard drive access?

Is it possible? I'm just looking for something like task manager, except instead of CPU prioritizing. Also options like, how many milliseconds an application with a certain priority can have exclusive access to the hard drive.

Vista has IO prioritization, but it probably has to be built into the software that you're running.

The hard drive is accessed by the CPU, not aliens. Therefore, CPU priority also determines HDD access priority.

Upgrade to Vista x64 and drop in 4GB of ram. After a week your apps will open in a split second since it will all be cached into ram.
