Try disabling IPv6.This solved similar problems for others.

Disable IPv6, and both Link Layer entries in the NIC properties.

Right click the Network icon in the Tray (next to the clock) and choose the appropriate link to get to it. Or from the Control Panel.

If you disabled IPv6, I can't comprehend how you can't get to the Network Adapter properties. Very interesting...

NIC = Network Interface Card, aka Local Area Connection. That's your network adapter, your network card, and if you got to that to disable the IPv6 on it, then you got to the NIC properties.

Should look something like this (I'm running XP x64 so it's not exactly the same):

The "items" listed in the middle can either be disabled by unchecking the box, or removed totally by uninstalling them (I think some items in Vista can only be disabled with the unchecking process). So uncheck or uninstall everything except the Client for Microsoft Networks, File and Printer Sharing (if you need that on a home network, leave it), and IPv4 support.

Simple.

You might try changing out your ethernet cable.

I walked into a situation a while back where a user was complaining about slow internet. I did some tests, and confirmed that they were getting around 10kb/sec instead of the 700kb/sec they should be getting. File copy over network was equally slow.

Come to find out, the ethernet patch cord that were using was a Cat6 cord that someone custom made, using Cat5 RJ-45 connectors. Swapped it out, problem solved.
