I am just about to build a new PC and I was just wondering what is in, in your opinion, the best gaming monitor. Not just size, since a 30 inch Dell is out of my budget. :( Refresh rate, no tearing and response time are more important.

I do not think tearing is a function of the display, but a function of output framerate (fps), display internal refresh rate (always 60Hz for TFTs) and use of vertical sync feature.
For gaming, consider also:

and remember, there is no single best. Every display is a compromise, one way or another (response rate, input lag, contrast, backlight bleed, color space, setup, stand, grey scale tracking, etc.)

Are you sure? I'm sure I've seen TFT's with refresh rates of 75.

they are not very common.
95 out of 100 tft's will have 60hz refresh rate.
there is no flicker @60hz for lcd panels so there is no need to go higher

The best gaming monitor would be a CRT, but if we're talking LCD's I'd go with the NEC 20wmgx2 for a good blend of image quality and performance. 2007wfp is pretty good too. Unfortunately, the larger LCD's have more input lag and the higher resolutions can cause performance issues.

The "best" will change depending on what size you want/need.
I love mt LG 19" square lcd, LG33tr, or something like that. 2ms response and 3000:1 contrast.

tearing is cause when the image being displayed changes before its been fully displayed. to prevent tearing you need to enable vsync. one key feature you need to look for is the ms refreash time. above 5ms is no good, and i think it goes as low as 2ms.

He asked for a good gaming monitor for ~$500. You may not like it, but it's a good monitor.
Also: better stats, but smaller screen:

I love my Dell 2405FPW I've had it since April '05. The only problem I've had is keeping up to date with my graphics card so I can run graphic intense games at the 1920x1200 resolution. For myself I don't think I could go back to anything smaller. Nor do I see the need for anything bigger.

Best monitors for GAMING are by far CRTs. 2ms is pretty good but it does not take care of the 60hz refresh rate limit. And yes it does matter, even for LCDs. The top of the line 2ms TN panels don't come close to matching the crisp, quick, blur-free gaming experience of a 120/150/160hz CRT monitor.
Another thing to consider is that with these LCD monitors people are being forced to play games at the native resolution because if you don't, it'll look like crap. Take into consideration the drop in frames per second playing at resolutions of 1680x and 1920+ when with a CRT you'd be able to play at 1280, 1024, 800, or even 640x (for CS 1.6 I still do).
Some people claim they can't notice a difference between a 2ms LCD and a 150hz CRT. That's crazy... but if the LCD really doesn't bother you at all I guess it's all good.
Here are some good choices.
Samsung 226BW or the newer version Samsung 2232BW. Not sure about the 226CW, many have complained about ghosting even worse than the 226BW.
LG's 2ms screens and Viewsonic's 2ms screens are also on par with the 2ms Samsungs. Viewsonic makes a 19" 2ms screen that has 1680x1050 resolution, the VX1940w.
Personally I own 3 LCD screens at 47", 22", and 19". I gave away my 19" Samsung Syncmaster CRT to a friend because I had heard how far LCDs have come for gaming. Now I just don't play games like CS and TF2 because it's not fun for me at all with anything less than 100hz. I play WoW, Starcraft, CoD4, Hellgate, and more fine because they don't require the same level of performance from your screen to play well.
I love the image quality on LCDs, the easy to read text, watching movies, and the smaller size.
For games that don't require high refresh rate, LCDs are better because everything is easier to see and read but for those quick-moving first person shooters, it's no contest. I'm looking forward to the next generation to see if things will get better.
I'm actually thinking about buying a wide-screen CRT. I wish they were cheaper.

I absolutely love my widescreen Dell 2407. Had a CRT but it took up a ton of room on my desk. Plus i got the 2407 for about 400 off Ebay... :)
