Selective hard drive power management in Windows?

I've been wondering if anyone knows of any registry edits or third party tools to enable a selective power management for hard drives; I know you can change the power settings to turn off all drives after X amount of minutes, but ideally I'm looking for a way to have that enabled for two drives and disabled for the system drive without resorting to some method like a scheduled task that writes to the drive every few minutes or some such.

I've been looking for this and a utility that shows me which HD's are spinning and which ones are off. Really frustrating that there isn't, in this day and age, anything in current operating systems to monitor multiple hard drive systems. If you find something, please let me know! I haven't stopped looking and I can't program at the level necessary. Good luck
