I have a bunch of SATA I Raptors and need to buy some new cables. Is there any electrical difference between the SATA I and SATA II cables?
Also do those clip thingies actually work and if so do they work on SATA I drives?

Electrical differences? Perhaps. Differences that make a difference? No.
The little clip things may or may not work on sata 1 drives, but they shouldn't interfere.

SATA II cables it is for future upgradability.

The SATA-io has one set of cable specification that is valid for all currently available signaling rates. SATA-II cables are marketing only.
