Need some outlook email help

I have outlook 2003 for my emails and for some odd reason when I send out an attachment it gets but in the body of the email instead of a regular attachment. I'm trying to send out word and excel files but some people cannot get the attachement. I have tried sending as html, plain text, and also rich text format.

Any ideas?
