I picked up a Seagate 320GB SATA drive today and I noticed on the lable, it shows jumper configurations.

On shows the 4 pins with the jumpers on the right two and beside, it says "limits to 1.5Gb/s Operation"
And the other shows the jumper off and says "3 Gb/s Operation"

Out of the bag, it has the jumper on the right to. Is there any reason why I should keep the jumpers on?
Why would they ship it with them on and limited to 1/2 its speed?

for diagnostics or compatibility, I'd recommend that you leave them in their default config.

It doesn't matter most of the time, but some sata controllers don't work well with 3gbps drives. So Seagate ships them in the "safe" position.

There's no practical speed difference between 1.5 and 3.0 gbps drives yet; even the fastest single disks are only 100 MB/s out of a possible 150. So you're not losing anything by having the jumper on.
