I hear that it drys out or becomes less effective over a period of time, is this true? If so, how often should I reapply it?

Every thermal interface material dries out and becomes less effective over time. However, I would not call AS a temporary solution by any means. If you read up on AS5, after it's applied it actually takes a little while for it to "cure"and become most effective. As far as cleaning and reapplying, YMMV but I usually give my system a once over on a yearly basis, including changing the thermal paste.
