1000% zoom on web page

My boss is having a problem with webpages automatically zooming to 1000%. Whenever he opens a page with anytype of Flash on the page... when he hovers his mouse on the page it automatically zooms in 1000%. We have checked all the possible settings we could think of, we have updated his Flash and Java. Oh, and he doesn't want to use Firefox so thats out of the question.

Have any of you experienced this? Any suggestions?

Make sure no Accessibilty settings got turned on. On a Vista box, hit [WindowsKey] + U. On XP I think you can bring up the screen accessibility with just five rapid pounds on shift.
