Is the search process in Windows Vista as streamlined (read: Amazing) as Spotlight, the search program in OS X?

Yes. The files do need to be indexed first, but once indexed (and all files already indexed) pop up instantly.

The only difference is that, in OSX, the whole drive is indexed. In Vista, you decide what parts you want indexed. User folders are automatically added, which makes sense, as that is the place 99% of users will be looking for stuff.
