windows 2003 server shutdown

i am having a problem with windows 2003. when i try to shut it down or restart, it logs off instead. anyone know why?
i end up having to log back in and then shut down again. it works the second time though, but non the less its a pain in the ass.

Check your event logs to find out what is failing. Also, windows server 2k3 doesn't like to be restarted directly, and will almost always ask you to give a reason.

Other than that, I'm not too sure. Certainly check those event logs though, they help out a whole lot.
