I'm a little confused with the changes in OEM licensing, but would an HP OEM MCE2005 disc(s) work on a different computer? I bought a few HP laptops for my work, which came with MCE 2005 discs. I'm wondering if I could load MCE on one of our presentation laptops, since the new HP ones are getting our VLK version of XP Pro?

I believe Microsoft volume licenses are not full versions, they are strictly upgrade licenses. So you're not actually freeing up the MCE2005 licenses by using the VLK XP.
The only recent OEM licensing change I can recall was to ease the purchasing requirements. OEM copies can now be purchased by themselves, without having to accompany a non-peripheral hardware. Did they make any changes to OEM transfer rights?

For the sake of licensing, I believe that version is only legal on the computer it came with (that has the COA on it).
