Can someone explain virtual PC for Mac for me?

Does Virtual PC for mac let you run an installation of Windows on a Mac? I'm trying to buy a 12 inch laptop and apple doesn't make any intel ones. The 13" macbooks have terrible graphics so I'm wondering if I can use virtual PC as an option to do things the macbook can't such as play WMV files. Anyone have any ideas? Thanks.

If I'm reading your post correctly, you would be buying an Intel based Mac, right?
