Am I correct in assuming this is during post, before the OS loads? Why is this bad? If the board searches the cd-rom first....it should go past this when it does'nt find a bootable cd in it , and load the OS.
Have you tried resetting the CMOS?

Yes turn it off. There should be a small jumper near the CMOS battery. Most mobo's have you change it to the other setting for about ten seconds ( like if its on pins 1 and 2, move it to 2 and 3 to erase, then put it back). Check your manual for specifics.
If you have made custom bios settings, you will probably want to write them down before re-setting it to default.

that worked perfect!!! i just don't see why i would have to clear the CMOS when i didn't do anything bios / os / tweaking related. just moved my hard drive and fan around in my case

True, strange. But possibly a small staic charge from your hand might have messed with it. ESD can be funny.
I once wiped some dust off of a northbridge, and accidently fried the on-board video - everything else was fine.
